Do I need a Good Vehicle Operator’s Licence?

If you are carrying goods or a burden of any description, the vehicle will be considered to be a goods vehicle. This can include towing a trailer, carrying tools, livestock, or stock. An Operator’s Licence will be needed if you are carrying these items for hire or reward, which can be for your own business or on behalf of others.

There are three types of Licence.

International Standard– If you intend to take the vehicle abroad

National Standard – Carrying goods for yourself and others within the UK

Restricted – If the items are being carried for your own business and the goods belong only to you.

In order to apply for an Operator’s Licence, you will need to show that you meet the criteria to satisfy the Traffic Commissioner

Good Repute – The business owner(s) or company directors must be free from serious criminal convictions and must not have a poor compliance history with previous Operator Licences

Professional Competence – Standard Licence holders must employ a Transport Manager who holds a valid Certificate in Professional Competence and who will be accountable to the Traffic Commissioner to ensure that the Operator is complying with the regulatory regime

Financial Standing – The business must show that it holds the minimum level of funds and will do so throughout the duration of the Operator Licence
Maintenance and Drivers’ Hours Compliance – The Operator must have a robust system in place to maintain vehicles and ensure that drivers observe the rules on driving hours

Operating Centre – There must be a suitable Operating Centre where the vehicles can be kept securely and without causing any undue issues for the community
